– All purpose flour – Cocoa powder – Baking soda & Baking powder – Large eggs – Vegetable oil – Vanilla extract – Chocolate chips – Heavy cream

In a bowl, mix the dry ingredients. Add in the eggs, oil, vanilla, and milk -combine.

Use a cookie scoop to fill cupcake liners about 3/4 full.

Bake for 15-17 minutes. Let cool on a wire rack. Cut out a heart shape from each cupcake.
